Qualifies for purchase under Build America Buy America
The PermaNET SU, the acoustic water leak detector from Fluid Conservation Systems, is now being made in the United States and be purchased using federal funds through the Build America Buy America Act.
Municipal water authorities can now use low-interest loans through the Build America Buy America Act of the 2021 Infrastructure Investment and Jobs Act to purchase PermaNET SU detectors to identify leaks in the pipes of their systems. The legislation provided more than $50 billion for water infrastructure improvements, the single largest investment in water the federal government has ever made.
The Build America Buy America Act requires that 55 percent of raw materials must be sourced from the U.S. if federal funds are used to finance their purchase. Products’ final assembly also must take place in the U.S. to qualify under Build America Buy America.
Fluid Conservation Systems has domestically sourced more than 55 percent of the raw materials. The assembly has been moved to a manufacturing facility in Pennsylvania.
The PermaNET SU is the only water detector of its kind that is made in the U.S. and eligible for purchase through the infrastructure act.

Water utility companies interested in the PermaNET SU can participate try it through Fluid Conservation System’s leak detection pilot program. The pilot program lasts one month and will be designed to help the utility find undetected leaks and improve the loss of non-revenue water.
